Next: mandatory condoms in LA county porn shoots

CondomThe AIDS Healthcare Foundation (AHF) has already successfully forced the city of Los Angeles to pass a bylaw that will require adult film companies to use condoms in their productions. The AHF is hoping to create a similar law to cover all of LA County; it has submitted over 360,000 signatures to the Los Angeles County Registrar-Recorder's office to place the initiative on the ballot in this fall's election.

The county Registrar-Recorder will now validate the signatures and determine if the measure will be added to the ballot. 232,000 signatures are needed for approval.

If the measure makes it through, and the voters pass it, it would have a huge effect on the industry. After all, Los Angeles County includes San Fernando Valley, also known as Porn Valley.

The ordinance that was passed by LA City Council in January, however, has yet to be enforced. The main issue is policing the new law.

"Due to the complexities of this issue and the need to further address the implementation matters associated with this Ordinance, additional time is needed to complete the report," the city's chief administrative office Miguel Santana informed his colleagues. A final plan, which was to have been ready by now, has been pushed back until September.

"It's just complicated, and we're trying to figure out what to do," admitted Michael Weinstein, head of the AHF. "We don't object to taking 90 more days. This issue has been developing for years."

But if something is proving this difficult to police on the city level, how would a similar law be effective across the county?
